The Low Income Home Energy Assistance Program (LIHEAP) helps low-income households with fuel bills during the winter. Eligible households receive a grant to help pay their heating bills. Grants are paid directly to the utility or fuel company.
The program generally runs from mid-October thru April.
Appliance Management Program (AMP)
AMP helps clients use less electricity and water. The program provides energy-saving lightbulbs, faucet aerators, and appliances. AMP is funded by National Grid.
Heating System Replacement Program
The Heating System Replacement Program repairs or replaces old, broken, or inefficient home heating systems. This program is available for owner-occupied buildings only.

Westbay Community Action Inc
Westbay Community Action is a charitable organization serving the people of Kent County. They help with food, utilities, health, safety, and education.
West Bay CAP provides a variety of resources to individuals, families, and seniors in need. Emergency and Case Management services provide intakes, Senior Services Case Management by their Elder Case Management Team), and supportive housing (subsidized rental units with case management services). Food services include holiday programs, intake, congregate meals for seniors and disabled adults, Westbay Marketplace food pantry and WIC (Women, Infants and Children monthly food package and nutrition counseling to pregnant women, new moms and infants and children up to age 5 years old). Home and Utilities services provided include: Good Neighbor Energy Fund, Lead Center, LIHEAP heating assistance, Low Income Household Water Assistance, supportive housing subsidized rental units with case management, and weatherization home energy programs.
Senior services include: the RSVP (Retired and Senior Volunteer) Program which matches senior volunteers with nonprofits; congregate senior dining program serving weekday hot lunches to seniors and disabled adults; Senior Information and Safety Programs (health and safety) and case management services.
Westbay also offers VITA (Volunteer Income Tax Assistance) which provides free basic tax preparation for low- to moderate-income households.
