Advocacy is central to a Center for Independent Living’s mission. CILs offers both individual and systems advocacy.
Individual advocacy is assisting an individual with a disability to protect his or her rights or to fight for needed resources. Through systems advocacy, we advance civil rights and equal access for all persons with disabilities on the local, state and federal levels.
SYSTEMS ADVOCACY
Our Independent Living Coordinators keep up-to-date on programs and legislation which may affect people with disabilities. Consumers are encouraged to contact their community leaders and legislators to inform them of their views on various programs and legislative issues.
INDIVIDUAL ADVOCACY
We work with people with disabilities to teach valuable self-advocacy skills, including:
Learning the rights that they have already and making effective use of those rights.
Learning how to effectively communicate their needs to both maintain the rights they already have and to make advancement in expanding the rights of persons with disabilities.
OSCIL staff will also work with consumers to advocate for services to meet individual needs, including helping to understand the function and processes (necessary criteria, application process, deadlines, etc.) for Social Security, Vocational Rehabilitation, Medicare/Medicaid, and other service agencies.

State Archives, Library and Public Information
The State Archives, State Library, and Public Information Division works to ensure that Rhode Islanders have easy access to government records and publications, state laws, information about legislative sessions, agency regulations, and the structures of state government. There are four units that comprise the Division—the State Archives and The Public Records Administration, the State Library, the Office of Public Information, and the Administrative Rules Office. The State Archives and Public Records Administration ensures that our state’s historic documents are preserved and made accessible to the public. It also oversees a statewide Records Management program to support state agencies and local governments. The State Library assists lawmakers and the public with current and historical research, and serves as the legislative library for the State. The Office of Public Information ensures and strengthens government transparency and accessibility through the publication of meeting minutes and agendas, registration and reporting of lobbying relationships, and disclosures of appointments to State Boards and Commissions. The Administrative Rules Office manages rules and regulations filed with the Department of State by state agencies. Collectively, these units work to ensure that information is transparent, accessible, and available to all Rhode Islanders.
Finance & Personnel
The Finance & Personnel Division provides human resource support to the employees who work for the Department of State. Employment opportunities with the Department of State please can be found on the Apply RI website. The Finance & Personnel Division is responsible for managing the budget and vendor relations.
eGovernment and Information Technology Division
The eGov and IT Division is responsible for ensuring that Rhode Islanders are able to access public records through the Department of State's website and other electronic avenues. The eGov and IT Division maintains the Department of State's infrastructure for internal and public users and provides data sharing capabilities to state agencies throughout Rhode Island.

Heating: Must have made use of /be ineligible for all state, federal, and other private heating assistance funds. Funds are made available through the Bishop�s "Keep the Heat On" Fund. (www.heatri.com)
Prescription Funds: Must be ineligible for health coverage or waiting for health coverage to begin.

Provides demonstrations, training, and long-term loan and device reutilization services of specialized telephone equipment to qualified individuals who are Deaf, Hard of Hearing, have a speech disability, or have neuromuscular damage or disease, which hinders them from using a standard telephone.
Assistive Technology
Many people with disabilities face barriers that prevent them from living independently in their homes, and in many cases, they are also unaware of the many devices that can improve their daily lives. OSCIL works with individuals to acquire appropriate devices and provide training on the use of those devices to enhance the individual’s independence within their home and community.
Assistive Technology Access Partnership (ATAP)
OSCIL is one of 4 partners participating in the Assistive Technology Access Partnership (ATAP) program. ATAP is designed as a statewide partnership of organizations, each with a targeted assistive technology focus, working together to improve access to and acquisition of assistive technology for individuals with disabilities.
Some programs may have income limits. An OSCIL Independent Living Coordinator will be happy to guide you and recommend the best program for your unique needs.
OSCIL CAN PROVIDE YOU WITH THE SMART HOME TECHNOLOGY TO MODIFY YOUR HOME TO HELP YOU REACH YOUR GOALS AND INDEPENDENTLY CONTROL YOUR ENVIRONMENT.
Individuals with disabilities may apply for technology through this program. This includes devices such as:
-Smart locks
-Video doorbells
-Alerting systems
-Smart hubs and 2 months of connectivity needed to control the devices.
