For adolescent girls, 13-17. Provides individual, group and family counseling in a long-term residential treatment program for women in recovery from chemical dependency. Daily living in a family atmosphere develops a sense of normalcy and belonging in a non-threatening, supportive, educative and chemically free environment. The program places a strong emphasis on the Twelve Step Program of Alcoholics Anonymous and Narcotics Anonymous. Assertiveness training as well as physical and recreational activities are designed to improve health and appearance. Special emphasis is placed on helping each woman develop positive feelings of self-worth that will support the ultimate goal of sobriety. A relapse prevention specialist provides residential and outpatient relapse prevention services. Eastman House also offers a continuing after care program. Located at the Exeter Chapel. The Exeter Emergency Food Bank (501c3) is separate from the Social Services Dept. However, because it is staffed by volunteers, anyone needing assistance is asked to call the Social Services department to schedule a time to pick up food. Appointments are made for Wednesday mornings beginning at 9 am or Wednesday afternoons. Emergency situations will open the food bank as needed. Donations to the Food Bank can be dropped off at Town Hall or at the Exeter Public Library. Thanksgiving/Winter Holiday baskets and toy distribution for area residents.

Programs: Inpatient Detoxification - This program provides medically managed detoxification from a range of addictive substances. The usual length of stay is from three to seven days. While the focus is on managing withdrawal symptoms, the clinical program introduces the disease concept of addiction and principles of recovery through individual and group counseling, substance abuse-related education and expressive therapies. Case management services are also provided for aftercare placement. Staff includes, round-the-clock nursing, addiction counselors, consulting physician/nurse practitioner/psychiatrist, and Recovery Specialists. Crisis Stabilization Unit - This program provides dual diagnosis services for individuals with co-occurring substance abuse and psychiatric symptoms. This can be an effective alternative to an inpatient psychiatric level of care for those individuals whose symptoms are/can be stabilized with psychiatric medications while addressing both their addiction and psychiatric conditions through individual counseling, intensive psycho-education group work and expressive therapies. Average length of stay is six days. An initial psychiatric evaluation will determine best medication regime to stabilize symptoms while individual treatment planning with a counselor addresses issues related to substance use and other psychiatric disorders. Acute Residential Program/Rehab - Provides a full range of clinical services to stabilize the client and engage them in ongoing recovery and aftercare. The length of stay averages ten days. Licensed counselors provide psycho-education groups, individual counseling and expressive therapies. Case management/care coordination links the client and family to professional and community aftercare resources.

The Insurance Division is responsible for conducting financial examinations of domestic insurance companies to ensure financial solvency and market conduct examinations of domestic or foreign insurance companies to ensure compliance with the insurance statutes and regulations. The program performs several licensing functions including, but not limited to, the licensing of companies, producers, adjusters and appraisers. The program also reviews rate and form filings for the Life, Accident and Health, and Property and Casualty lines of business for compliance with state statutes and regulations, and addresses consumer complaints for these lines of business. The program monitors and introduces legislation in order to maintain accreditation by the National Association of Insurance Commissioners, which it initially received in June of 1993. The division was re-accredited in December 1998, December 2003, June 2009, and in June 2014, each time receiving the maximum accreditation period of five years. The Rhode Island Insurance Division is part of the U.S. insurance regulatory framework which is a highly coordinated state-based national system designed to protect policyholders and to serve the greater public interest through the effective regulation of the U.S. insurance marketplace. Through the National Association of Insurance Commissioners (NAIC), insurance regulators establish national standards and best practices, conduct peer reviews and coordinate their regulatory oversight to better protect the interests of consumers while ensuring a strong, viable insurance marketplace. U.S. insurance regulators also participate in the International Association of Insurance Supervisors (IAIS) along with the NAIC by participating in major standard setting initiatives, including working with fellow regulators from around the world to better supervise cross-border insurers, identifying systemic risk in the insurance sector, and creating international best practices.

Richmond Animal Control Division handles approximately 75 calls-for-service per month, which often vary from noise complaints to animal "at large" violations, to animal bite complaints, and several other enforcement related duties. Complaints and calls concerning domesticated animals are received at Richmond Police Department, which serves as dispatch for Animal Control. Non-emergency calls received after-hours are referred to the next Animal Control Officer to return to duty. The Animal Control Division also provides temporary shelter, feeding, care and medical treatment for impounded animals, and routinely facilitated adoptions to place abandoned, neglected, or unwanted animals in the care of willing and capable pet owners who are eager to provide the pet a safe and nurturing home environment.
