Congress created the Medicare program, which began in 1965. The Center for Medicare & Medicaid Services or CMS administers the Medicare program. Medicare was not designed to pay 100% of all medical bills of the member. When someone qualifies for Medicare the enrollment process starts automatically (on a case by case basis) by Social Security Administration in connection with CMS. If this does not happens automatically, the individual can get enrolled by contacting Social Security Administration directly to start the process. Medicare consists of four parts. These parts are called Part A known as hospital insurance, Part B which is the Medical insurance, Part C known as Medicare Advantage, and Part D a stand-alone prescription drug coverage. Medicare members have the option of choosing a non-Medicare plan which is known as a Supplemental Insurance, often called Medigap. You can meet with them for an unbiased session of counseling and learn about all of your options to make an informative decision.

Jail diversion programs provide an alternative to prison to individuals who have been arrested for a crime and are experiencing a behavioral health issue. Jail diversion typically involves reduced or no jail time if an offender participates in a behavioral health program. The program provides offenders with the education and tools they require to change their behavior patterns so they are not rearrested. Thrive’s Court Clinicians are located onsite or are readily available at all Rhode Island Courthouses. They provide psychiatric assessments, referrals and liaison services to individuals who have been identified by court personnel as candidates for jail diversion. Specialized services are provided to veterans and others who suffer from symptoms of post-traumatic stress disorder. Defendants who are experiencing behavioral health symptoms are given a preliminary evaluation by the Thrive Clinician who determines their competency to understand the court proceedings, risk to the community, and willingness to comply with the recommended diversion program. Recommended diversion programs could include one or a combination of any of the following, depending on the need of the individual: outpatient mental health or substance abuse treatment, residential substance abuse treatment, a detox program, a crisis stabilization program, and/or inpatient hospitalization. A diversion program is often in lieu of spending time in jail and will become an order of the Court. Therefore full compliance in the recommend program(s) is necessary for success.

Foundations Academy (formerly the Regional Alternative Program): Provides special needs students - diagnosed with behavioral and emotional disorders - with an alternative to traditional schools. Foundations Academy (formerly the Specialized Alternative Program): Students who learn differently and have different abilities need the help and guidance of educators who are specially trained to develop and maximize those abilities. Educators in the Foundations Academy work to identify a student’s skills and their potential for learning new skills. Educators, parents and students then develop a progressive plan tailored to an individual’s educational needs and social well-being.
