PCA Program
OSCIL’s Personal Care Attendant (PCA) program provides an alternative for persons with disability who are at risk of nursing home placement and in need of personal care attendant services, but are unable to access the traditional RI Medicaid Assistant Program.
Eligible participants must be unable to acquire these services through other PCA programs and meet this criteria:
they are significantly physically disabled
assessed as needing services in order to maintain independence
are capable of managing their attendants
found to be eligible by all other program guidelines.
This program is designed to allow consumers maintain their independence within their home.

An SGO is a state approved not-for-profit that collects and distributes corporate tax credit contributions from businesses. The contributions are then used to help economically challenged families choose a Catholic school education for their child.

The Homeless Legal Clinic (HLC) was established in the Spring of 1990 in an effort to address the legal needs of homeless people in Rhode Island. The HLC relies on volunteers to provide legal services to the homeless without charge. The objective of the HLC is to serve in an outreach capacity by seeking out homeless and at risk clients at RI shelters. The HLC can provide direct legal services to those who cannot afford an attorney or may be unable to travel to a legal assistance office, are unaware such services exist or may be apprehensive about visiting a lawyer's office.
The services now are being held at Harrington Hall and Crossroads only. The clinics are staffed by Attorney, Phillip Weistein and Attorney Dena Paolino, volunteer law students, and shelter liaisons.

Public Finance: RIPEC worked with State leaders to restructure and reduce the personal income tax system, reduce capital gains taxes, enact property tax cap legislation, phase-out the business inventory tax and change the frequency of property revaluation. In addition, RIPEC has played a critical role in reforming state government through landmark pension and health care reform.
Education: RIPEC worked with legislative leaders in the adoption of a school funding formula - the first in fifteen years - and developed school accountability initiatives which were translated into landmark education reform legislation (Article 31). RIPEC has also been involved in on-going research on consolidation options on Aquidneck Island and around the State.
Human Services: RIPEC partnered with the United Way to develop a comprehensive analysis of the State's social safety net and has been involved in efforts to monitor the State's progress on reforming entitlement programs.
Economic Development: RIPEC has worked with business leaders and General Assembly membership to improve Rhode Island's perceived business friendliness, including the passage of historic personal income tax reform legislation.
