Works to lead and influence change that improves the quality of life for Latinos in Rhode Island. CHisPA works with community groups, educational institutions, federal, state and local government units, foundations and corporations to improve opportunities for Latinos and other minority groups. N - Needle exchange to reduce the risk of transmitting HIV and other comminicable diseases. C - Counseling on reducing risk, HIV testing, following through on medical care, and substance abuse treatment. O - Outreach into the community to identify potential clients for the E.N.C.O.RE program. RE - Referral to agencies and programs by request from the client.
