The new Low-Income Household Water Assistance Program (LIHWAP) helps eligible low-income households afford and maintain access to drinking water and wastewater services through federal grants. The Rhode Island Department of Human Services is the administrator of the federal LIHWAP funds and households can apply online or in-person at CCAP. LIHWAP is a customer-based program where qualified, low-income households can apply to receive a one-time payment of up to $500 for past due water and wastewater bills. Payments are made directly to the household’s utility company. Households can receive the LIHWAP grants for both drinking water and for wastewater services.

Higher Ground International is a forward thinking and culturally grounded inter-generational social service NGO that advocates and provides programs for West African Immigrants, Refugees and Marginalized Communities in Rhode Island and Rural Villages in Liberia, West Africa. Located on the South side of Providence, Rhode Island, HGI's vibrant and welcoming RUKIYA CENTER provides members of the West African Immigrants and Refugees community with elder services (Sweetie Care, African Elders Enrichment Program), Soft skills pre-employment and workforce development, literacy classes for women, basic computer and design classes, therapeutic arts, cultural enrichment, advocacy, case management, immigration & citizenship classesand other wraparound services for youth and families. HGI’s for-profit arm, Broken Pieces International, engages adults, at-risk youth and other under-served populations in the design and manufacture of clothing and accessories that reflect the character and community of both HGI and the West African diaspora. This provides them with vital job training and economic opportunities, and the revenue generated supports HGI’s work in Liberia. This innovative model fosters important connections to the culture and history of the mother country for Liberians living abroad, and reinforces HGI’s mission to uplift communities through empowerment and self-sustainability. Sweetie Care African Elders Enrichment Program, Social Services, Cultural Services-Food is distributed on the THIRD (3rd) Thursdays of each month, except for December where the focus is fully on our elders for the holidays. The month of November is dedicated to HGI's annual Traditional & Ethnic Thanksgiving Food Distribution which is extended to 500 people/families. Participants MUST preregister to be included in the food distribution list that consists of 300 families per month. Participants must visit Higher Ground International Rukiya Center to inquire about signing up. There are no food distributions for the month of December. Transformational Services HGI offers a variety of cultural services, including culturally- centered community events, music, dance, stories. What we do Ensure that children under 6 years of age are screened for lead poisoning. Collect blood level test results for children younger than 6 years of age to evaluate screening and lead poisoning trends. Refer children with blood lead levels above the reference level (5 mcg/dL) to case management and in-home education services. Offer comprehensive environmental inspection of homes of children younger than 6 years of age with significant blood lead levels. Conduct outreach and education about the dangers of lead poisoning. Offer free educational materials. Partner with the Rhode Island Alliance for Healthy Housing to improve housing in Rhode island. Set parameters for licensing lead professionals to conduct environmental inspections and remove lead hazards from properties. Conduct filed investigations on sites where lead hazard removal is being performed to ensure that workers are appropriately licensed and follow lead-safe work practices.

The Victim Services Unit provides an array of services to felony crime victims and their families and informs victims of their rights as guaranteed under the Rhode Island Constitution and the Victim's Bill of Rights. Also lead the way in environmental enforcements, promote open and transparent government, Stan up for Rhode Island workers, engage with communities, community violence intervention Advocates are assigned to victims and their families to provide guidance and support through the criminal justice process - informing them of their rights, notifying them of the status of the offender’s case, providing personal assistance at court appearances and helping them better understand and participate in the legal process. In addition, the Unit provides referrals to other victim-service provider agencies and support groups that can further assist victims with financial, legal, medical and emotional problems resulting from the crime. Unit advocates also assist prosecutors with all victim-related matters.
