Provides demonstrations, training, and long-term loan and device reutilization services of specialized telephone equipment to qualified individuals who are Deaf, Hard of Hearing, have a speech disability, or have neuromuscular damage or disease, which hinders them from using a standard telephone. Assistive Technology Many people with disabilities face barriers that prevent them from living independently in their homes, and in many cases, they are also unaware of the many devices that can improve their daily lives. OSCIL works with individuals to acquire appropriate devices and provide training on the use of those devices to enhance the individual’s independence within their home and community. Assistive Technology Access Partnership (ATAP) OSCIL is one of 4 partners participating in the Assistive Technology Access Partnership (ATAP) program. ATAP is designed as a statewide partnership of organizations, each with a targeted assistive technology focus, working together to improve access to and acquisition of assistive technology for individuals with disabilities. Some programs may have income limits. An OSCIL Independent Living Coordinator will be happy to guide you and recommend the best program for your unique needs. Provides advocacy in court for the best interests of children who are the victims of abuse and/or neglect and are therefore involved with the Department of Children, Youth and Families (DCYF) and the Rhode Island Family Court. Staff includes attorney, guardians ad litem and Social Caseworkers. Program also trains volunteers to serve as Court Appointed Special Advocates.

The Insurance Division is responsible for conducting financial examinations of domestic insurance companies to ensure financial solvency and market conduct examinations of domestic or foreign insurance companies to ensure compliance with the insurance statutes and regulations. The program performs several licensing functions including, but not limited to, the licensing of companies, producers, adjusters and appraisers. The program also reviews rate and form filings for the Life, Accident and Health, and Property and Casualty lines of business for compliance with state statutes and regulations, and addresses consumer complaints for these lines of business. The program monitors and introduces legislation in order to maintain accreditation by the National Association of Insurance Commissioners, which it initially received in June of 1993. The division was re-accredited in December 1998, December 2003, June 2009, and in June 2014, each time receiving the maximum accreditation period of five years. The Rhode Island Insurance Division is part of the U.S. insurance regulatory framework which is a highly coordinated state-based national system designed to protect policyholders and to serve the greater public interest through the effective regulation of the U.S. insurance marketplace. Through the National Association of Insurance Commissioners (NAIC), insurance regulators establish national standards and best practices, conduct peer reviews and coordinate their regulatory oversight to better protect the interests of consumers while ensuring a strong, viable insurance marketplace. U.S. insurance regulators also participate in the International Association of Insurance Supervisors (IAIS) along with the NAIC by participating in major standard setting initiatives, including working with fellow regulators from around the world to better supervise cross-border insurers, identifying systemic risk in the insurance sector, and creating international best practices.

OSCIL’s knowledgeable staff can assist consumer’s in setting goals for self-sufficiency in the home. Centers for Independent Living teach a wide range of skills needed to live independently and manage life with a disability. Skills training is available to persons with disabilities in almost any topic where there is a need for more independence. CILs work with individuals to increase their skills which can help them gain more control of their lives. Skills training can include basic everyday responsibilities such as: self-care, meal preparation, budgeting, and arranging transportation. It also can address housing needs, teaching individuals the importance of self-advocacy, one’s need for accommodations and/or rights in the community. ***Life skills training is goal directed and does not involve long-term case management or therapeutic intervention. As part of OSCIL’s mission to provide outreach, education and opportunities for peer support, OSCIL offers Lunch and Learn workshops highlighting various solutions that can increase access in your home and community. The South Kingstown Animal Shelter accepts neglected, abandoned, and/or stray dogs, cats, and other domestic animals. The Animal Shelter is committed to improving the quality of life of all strays in its care. To this end, adoption applicants are carefully screened. All possible medical care, including preventative attention, is given to the animals. The Animal Shelter continues to maintain a policy of euthanizing animals only for extreme behavioral problems or incurable medical conditions.
