Westerly Animal Control is part of the Westerly Police Department and is responsible for enforcing Town ordinances as well as State and Federal laws pertaining to animals and animal husbandry. The Westerly Animal Control Officer is under the direct supervision of the Captain of the Police Department. Westerly Animal Control is also responsible for properly carrying out the rules and regulations pertaining to the Rhode Island Rabies Management Protocol as well as conducting vicious dog hearings, controlling the feral cat population and speaking to groups, neighborhood associations and school children regarding humane education. Primary goals for Animal Control is to educate Westerly citizens on proper pet guardianship, rabies awareness, co-existing with area wildlife and effective enforcement by means of example, meaningful dialogue or by more serious measures through animal impoundment, citations/summons and municipal or district court.

Hospital charity care requirements cover those essential services necessary to diagnose, correct, or cure a medical condition that endangers life, causes pain and suffering, results in illness or infirmity, or causes a physical deformity or malfunction. Both inpatient and outpatient services are included. To receive full charity care, patients annual family income must be up to and including 200% of the Federal Poverty Level. For partial charity care, patients annual family income must be between 200% and 300% of the Federal Poverty Level may receive assistance based on a sliding scale. In addition to income, hospitals have the option to consider other assets. Also must be denied from Medicaid first depending on income. Nurse-Family Partnership is a national evidence-based maternal and child home visiting service for expectant first-time mothers and their newborns. We pair expectant mothers with a registered nurse, who provides free, intensive home visiting services for the mother and her child until the child’s second birthday.

The HomeLink Initiative is designed to work with community health centers, public school districts and early intervention workers to help identify households that are having a housing crisis and then offer quick assistance to ensure that they remain stably housed. HomeLink offers comprehensive homelessness prevention and housing assistance through intensified case management, housing search, and landlord tenant mediation services to at-risk families and individuals. By embedding these prevention services in the health care centers, public schools and early intervention home visiting programs used by low-income households on a daily basis, the HomeLink Initiative has created a seamless entry point to link at-risk households with existing service systems and mainstream resources that can help them stabilize their housing situations, avoiding homelessness.

The Groden Center Early Intervention Program (EIP) is for infants and toddlers with developmental concerns. Home Visits – One to two per week to help families promote communication skills, positive social interactions and emotional development and to help manage behavioral difficulties. Structured Playgroups – Small groups (average ratio of 3 professionals to 5 children) to develop skills in communication, attending, imitation, social interaction and play. Parent Education and Support– Parent groups meet each time a child attends a playgroup. In addition, parent education groups may be scheduled to address specific topics of interest to families. Community Education – EI staff work with families and children in natural environments in the community on an individual basis or with small groups during community outings. Consultation – EIP staff also provide consultation to day care centers or other programs as requested.

DVRCSC has a confidential safe home for women who face homelessness as a result of domestic violence. Additional services include a Drop-In Advocacy Center, Support Groups and One-on-One Counseling by appointment. They offer education and outreach on the subject of healthy relationships, dating violence, cyber stalking and techno-abuse. DVRCSC can provide Court Advocates at McGrath Judicial Complex in Wakefield.

Camp Ruggles is Rhode Island’s therapeutic summer day camp program for children ages 6-12, who are clinically diagnosed with emotional and behavioral disabilities. The Low Income Home Energy Assistance Program (LIHEAP) helps low-income households with fuel bills during the winter. Eligible households receive a grant to help pay their heating bills. Grants are paid directly to the utility or fuel company. The program generally runs from mid-October thru April.

A relapse prevention specialist provides residential and outpatient relapse prevention services. Eastman House also offers a continuing after care program.
