The Animal Shelter is committed to improving the quality of life of all strays in its care. To this end, adoption applicants are carefully screened. All possible medical care, including preventative attention, is given to the animals. The Animal Shelter continues to maintain a policy of euthanizing animals only for extreme behavioral problems or incurable medical conditions.

Persons wishing to surrender an animal must contact a private humane agency (ie: RISPCA, Providence Animal Rescue League, Potter League, etc.)

Richmond Animal Control Division handles approximately 75 calls-for-service per month, which often vary from noise complaints to animal "at large" violations, to animal bite complaints, and several other enforcement related duties. Complaints and calls concerning domesticated animals are received at Richmond Police Department, which serves as dispatch for Animal Control. Non-emergency calls received after-hours are referred to the next Animal Control Officer to return to duty.
The Animal Control Division also provides temporary shelter, feeding, care and medical treatment for impounded animals, and routinely facilitated adoptions to place abandoned, neglected, or unwanted animals in the care of willing and capable pet owners who are eager to provide the pet a safe and nurturing home environment.

The mission of the RISPCA is to protect and advocate for the rights and welfare of animals through legal, educational, legislative and investigative means.
They provide adoption and rehoming services, veterinary care, humane education, training support and pet owner assistance programs. The Rhode Island SPCA is also the only organization in the state that can legally investigate and prosecute cases of animal cruelty and neglect. They take an active role in legislative matters concerning the welfare of all animals in our state.
