This section is responsible for the administration of the National Flood Insurance Program, statewide emergency planning, including the ongoing enhancement of Rhode Island's Comprehensive Emergency Management Plan and the coordination of local and state plans, utilizing an all-hazards approach. The Planning and Mitigation Section also focuses on current topics in emergency management, such as improving the State's resiliency to climate change and for future disasters through adaptation and mitigation programs.

The major goal of the program is to reduce the potential for institutionalization of dependent elderly individuals otherwise at risk, and to increase their quality of life through the enhancement of their activities of daily living. The program provides supervised supportive care for frail elderly persons to meet the needs of the functionally impaired individual.
