PCA Program OSCIL’s Personal Care Attendant (PCA) program provides an alternative for persons with disability who are at risk of nursing home placement and in need of personal care attendant services, but are unable to access the traditional RI Medicaid Assistant Program. Eligible participants must be unable to acquire these services through other PCA programs and meet this criteria: they are significantly physically disabled assessed as needing services in order to maintain independence are capable of managing their attendants found to be eligible by all other program guidelines. This program is designed to allow consumers maintain their independence within their home.

One of the core functions of the Ocean State Center for Independent Living is assisting people with disabilities to move out of nursing homes and other institutions into the independent living arrangement of their choice, as well as helping to prevent people with disabilities from entering these institutions. The Ocean State Center for Independent Living (OSCIL), a non-residential, non-profit organization, can help seniors and adults with disabilities who are interested in transitioning from nursing facilities back into the community—either moving back to their own home or apartment or to the home of a relative or friend. OSCIL’s Community Living Option Program has been assisting persons with disabilities to move from a nursing home setting to a less restrictive environment for many years. OSCIL staff is able to work with each individual to identify their specific needs, help secure appropriate housing, establish community connections and obtain support services—all necessary for a safe and sustainable transition. The Rhode Island Coordinated Entry System (CES) is a partnership of all of the homeless providers in the state and is initiative of the Rhode Island Continuum of Care. The day to day operations of this program are led by the Rhode Island Coalition for the Homeless including the call center and shelter and housing placement.
