The Providence Fire Department protects human life and property from fire, prevents fire by monitoring property owner compliance with safety ordinances, provides "first responder" emergency and services, and educates the community through school and neighborhood programs. Portsmouth Animal Control is responsible for enforcing all state laws and town ordinances involving domesticated animals in the Town of Portsmouth. It is also responsible for the pick up of stray animals and trying to locate their owners. When a domestic animal doesn't have a town license or other identification the animal is brought to the Potter Shelter in Middletown until the owner claims it. The animal will only be released after the owner licenses the animal.

Healthy Families America (HFA) is designed to help parents with understanding and caring for their infant’s needs, building strong parent child connections, breastfeeding and feeding support, and helping children learn and grow to reach their potential. Parents as Teachers (PAT) is a home based program that supports parents by teaching them the skills they need to teach their children and enhance their development and also supports families with monthly community activities and family events. Both programs enrolls pregnant families and families with children up to 4 years old. Both programs are free and help families connect with other services and supports that they feel they need. Programs that provide protection and care for unwanted pets or stray animals, and hold them for a specified period of time to provide an opportunity for owners to claim them prior to offering them for adoption. Included are shelters that euthanize the animals if not adopted within a specified amount of time, as well as "no kill" shelters that will keep the animals until they are adopted.
