South County Health offers The Patient Financial Advocacy Program to reach patients with payment and financial support options at the time of registration. The office is located at the Emergency Room entrance and is open daily. The office provides hospital care without charge to uninsured Rhode Island residents who meet income guidelines. Hospital charity care requirements cover those essential services necessary to diagnose, correct, or cure a medical condition that endangers life, causes pain and suffering, results in illness or infirmity, or causes a physical deformity or malfunction. Both inpatient and outpatient services are included. To receive full charity care, patients annual family income must be up to and including 200% of the Federal Poverty Level. For partial charity care, patients annual family income must be between 200% and 300% of the Federal Poverty Level may receive assistance based on a sliding scale. In addition to income, hospitals have the option to consider other assets. Also must be denied from Medicaid first depending on income. Also included are programs that enforce leash laws and animal sanitation ordinances and those that handle complaints regarding domestic animals who have bitten someone or are otherwise making nuisances of themselves. Most animal control programs are unable to handle nuisance wildlife unless the animal is sick or shows symptoms of rabies.

Richmond Animal Control Division handles approximately 75 calls-for-service per month, which often vary from noise complaints to animal "at large" violations, to animal bite complaints, and several other enforcement related duties. Complaints and calls concerning domesticated animals are received at Richmond Police Department, which serves as dispatch for Animal Control. Non-emergency calls received after-hours are referred to the next Animal Control Officer to return to duty. The Animal Control Division also provides temporary shelter, feeding, care and medical treatment for impounded animals, and routinely facilitated adoptions to place abandoned, neglected, or unwanted animals in the care of willing and capable pet owners who are eager to provide the pet a safe and nurturing home environment.
