The Office of Energy Resources (OER) is Rhode Island’s lead state agency on energy policy and programs. The mission of OER is to lead Rhode Island to a secure, cost-effective, and sustainable energy future. OER works closely with private and public stakeholders to increase the reliability and security of our energy supply, reduce energy costs and mitigate price volatility, and improve environmental quality. Rhode Islanders spend over $3 billion per year on energy to light their homes, keep the heat on, and fuel their vehicles. Fossil fuels such as natural gas, fuel oil, and gasoline supply the vast majority of these energy needs. By developing and implementing smart energy policies—such as those that promote energy efficiency and renewable energy—OER helps reduce Rhode Island's dependence on these out-of-state fuels, advancing our State as a national leader in the new clean energy economy. OER operates at the nexus of the many ongoing efforts to transform the Ocean State energy system. Core functions of the office include: Developing, administering, and monitoring a variety of programs designed to promote energy efficiency, renewable energy, alternative fuels, and energy assurance. Offering technical assistance and funding opportunities for end-users including residents, businesses, and municipalities. Providing policy expertise and support related to strategic energy planning, energy assurance, and clean energy workforce development. Leveraging, coordinating, and aligning inter-agency, public-private, regional, and federal efforts to reach and exceed energy goals.

A comprehensive, State licensed adult day care program to provide medical, social and rehabilitative services to chronically impaired elders and disabled adults. Services include: nursing supervision, personal care, counseling, caregivers support/respite, exercises, activities, specialized therapies and nutrition. The Adult Day Services Program provides an array of supportive services designed to upgrade and increase the activities of daily living for older persons dependent upon continual family support and supervision. The major goal of the program is to reduce the potential for institutionalization of dependent elderly individuals otherwise at risk, and to increase their quality of life through the enhancement of their activities of daily living. The program provides supervised supportive care for frail elderly persons to meet the needs of the functionally impaired individual. Jail diversion programs provide an alternative to prison to individuals who have been arrested for a crime and are experiencing a behavioral health issue. Jail diversion typically involves reduced or no jail time if an offender participates in a behavioral health program. The program provides offenders with the education and tools they require to change their behavior patterns so they are not rearrested. Thrive’s Court Clinicians are located onsite or are readily available at all Rhode Island Courthouses. They provide psychiatric assessments, referrals and liaison services to individuals who have been identified by court personnel as candidates for jail diversion. Specialized services are provided to veterans and others who suffer from symptoms of post-traumatic stress disorder. Defendants who are experiencing behavioral health symptoms are given a preliminary evaluation by the Thrive Clinician who determines their competency to understand the court proceedings, risk to the community, and willingness to comply with the recommended diversion program. Recommended diversion programs could include one or a combination of any of the following, depending on the need of the individual: outpatient mental health or substance abuse treatment, residential substance abuse treatment, a detox program, a crisis stabilization program, and/or inpatient hospitalization. A diversion program is often in lieu of spending time in jail and will become an order of the Court. Therefore full compliance in the recommend program(s) is necessary for success.
