Our classrooms are bright and inviting and are designed to maximize creativity and learning. Healthy lunches and snacks are provided to children daily. In addition to providing educational and nutritional resources, children will have access to health and dental screenings at no cost, and families will be provided with health referrals and referrals for emergency services whenever needed. We recruit families 12 months per year. Head Start Program provides a center-based, comprehensive early childhood education program for 76 children from ages three to Five years old. The Tri-County Early Head Start program offers a home-based option for children aged birth to three years old, in which an educator visits the home once per week to engage the child in educational and developmental activities, and socialization strategies. Classroom-based options are available for children ages 18 months to 3 years old, and focus on fun and engaging curriculum to prepare the child for pre-school. Early Head Start is a federal program for eligible families, that are expecting a child, or with a child ages birth to three years old. The program provides services that promote cognitive, language and social-emotional development of the child. Children enrolled in the program will receive medical and dental screenings at no cost, and families are provided with assistance locating health care, and emergency services whenever needed. The Early Head Start program provides center-based early education services to 8 children in one classroom. Early Head Start also offers home-based services to 22 children and families including 5 prenatal clients. Families residing in the towns of North Kingstown, South Kingstown, Narragansett, Hopkinton, Richmond, Exeter, Charlestown, Westerly, and New Shoreham are eligible for the program. Eligibility Guidelines: The programs service families with income at or below the federal poverty guidelines, children in living in foster care, and families experiencing homelessness. Ten percent of enrollment slots must be filled with children with a diagnosed disability. The Joyful Learning Child Academy: is a pre-school and early education program that services families with young children. The program provides comprehensive early education and development services to infants and children six weeks through five years of age. Joyful Learning is licensed by the RI Department of Children, Youth and Families and is accredited by the RI Department of Education. Furthermore, the program was awarded 4 stars under the BrightStars ratings system as defined by the Rhode Island Association for the Education of Young Children [RIAEYC]. The Center, located at 1935 Kingstown Road in Wakefield, is open year round, Monday through Friday from 6:30 am until 6:00 pm. Joyful Learning provides children with a best-practice curriculum in early childhood education and maintains the most stringent of regulations in regard to staffing, per RI State licensing. All staff has education requirements as per directives of DCYF and RIDE and must complete extensive background checks prior to employment. Senior & Disabled Adults Programs: Tri-County’s Senior and Disabled Adult Case Managers are available to assist with a multitude of services including nutrition services, healthcare and medical assistance, home health aides, home modifications, elder abuse prevention, and when necessary, nursing home referrals. Home Energy Assistance Program, or LIHEAP, offers assistance with managing costs associated with home energy bills. Tri-County is able to help with paying fuel and utility bills during the winter months for eligible clients, and we can arrange for the installation of home insulation to reduce home-heating costs (gas, electric, propane, oil, kerosene or wood) through our weatherization program.

Services: A supportive educational on-line program for cancer patients, their families and friends to help deal with the day-to-day issues of living with a chronic disease. Offered throughout the state at various times of the year. Provides factual information on cancer and helps patients understand feelings of loneliness, fear and frustration. .

A statewide organization of families supporting families with children and youth who are at risk or have behavioral or emotional challenges, having consideration for their background and values. They provide support groups, telephone support, educational events, one-to-one assistance with advocacy and/or literature concerning education, mental health, parenting a child with special emotional or behavioral needs. PSN also provides support and education regarding systems navigation, specifically child welfare, juvenile justice, mental health special education. The RI Adult Education Professional Development Center (PDCenter), has been delivering high-quality, research-based professional development and technical assistance to Rhode Island's adult education programs and practitioners since 2007. The primary mission of the police department is crime prevention and the protection of life and property. The laws and police procedures related to them are promulgated by police agencies for the purpose of maintaining order and continuity. The basis for police actions is the law, and the credibility of the law enforcement profession will be measure by its contribution to the welfare of the whole community, its concern for excellence, and by the guidance it provides to its members toward a high level of ethical practice. Police officers have a sworn obligation to respect and defend the rights guaranteed to the people in the Constitution. In the performance of those duties they may command or prohibit behavior which tends to conflict with the expectations of free people in a free society. Particular attention must be given to ensure the just and impartial application of law. Positive police interaction, while serving the departments peace keeping mission, must be administered without prejudice; always mindful that in the execution of their duties they act in the best interest of the public. The goal of police service is to improve the quality of service and at the same time improve the quality of life in the community. Standards of the profession must be elevated to strengthen the public confidence in law enforcement, to encourage officers individually and collectively to appreciate the total responsibilities of their office; and to earn the support and cooperation of the general public.

The North Kingstown Animal Control Division is an arm of the Operations Division assisting patrol officers with all complaints involving domestic and wildlife animals (e.g., sick / rabid raccoon or skunk). A staff of three officers mans the Animal Control Division, one warden and two assistants. The Animal Control facility is located at 395 Hamilton/Allenton Road in the southern part of North Kingstown. The facility is open daily.

Enrolling families early in a pregnancy or shortly after the birth of a newborn is key; once enrolled, families can continue to receive services until their child turns four years old. Your Family Visitor can also help you become more confident in your role as a parent as it relates to healthy child development. Family Visitors can also help you become more self-sufficient by partnering with you to identify your family’s goals.
