Weatherization improves the energy efficiency of homes and apartments. The Weatherization crew checks for energy use, insulation, air leaks, and safety hazards. Then they perform cost-effective improvements, such as installing insulation, smoke detectors, or caulking. Appliance Management Program (AMP) AMP helps clients use less electricity and water. The program provides energy-saving lightbulbs, faucet aerators, and appliances. AMP is funded by National Grid. Heating System Replacement Program The Heating System Replacement Program repairs or replaces old, broken, or inefficient home heating systems. This program is available for owner-occupied buildings only.

Volunteers are required to attend training, satellite meetings and regional workshops. Volunteers will visit in person or by phone a homebound elder, nursing home or assisted living resident, or veteran once a week for one hour. Volunteers will act as an advocate on their behalf when necessary.

PCA Program OSCIL’s Personal Care Attendant (PCA) program provides an alternative for persons with disability who are at risk of nursing home placement and in need of personal care attendant services, but are unable to access the traditional RI Medicaid Assistant Program. Eligible participants must be unable to acquire these services through other PCA programs and meet this criteria: they are significantly physically disabled assessed as needing services in order to maintain independence are capable of managing their attendants found to be eligible by all other program guidelines. This program is designed to allow consumers maintain their independence within their home.

Family Connections™ (For Families & Loved Ones of Individuals with Borderline Personality Disorder) Family Connections is a 12-week course that meets weekly to provide education, skills training, and support for people who are in a relationship with someone who has Borderline Personality Disorder (BPD). Focusing on issues that are specific to BPD, it is hosted in a community setting and led by trained group leaders who are usually family members of relatives with BPD. The Unit provides a safe, structured environment that meets physical, emotional, social, and spiritual needs throughout the disease progression. An emphasis is placed on residents succeeding, dignity, and support of family members. Short Term Rehabilitative Care Short Term Rehabilitative Care is designed for individuals in need of rehabilitation following hip or knee replacement, heart attack, stroke, or other acute medical event. Our goal is to rehabilitate individuals to restore their previous level of functioning with the goal of returning back to their home. Skilled nursing services; on-site physical, occupational, and speech therapies are available. Short term stays range from one week to several weeks, depending upon the individual’s medical condition. Hospice Suite The Hospice Suite provides care for terminally ill individuals who qualify for general inpatient level of care. Hospital charity care requirements cover those essential services necessary to diagnose, correct, or cure a medical condition that endangers life, causes pain and suffering, results in illness or infirmity, or causes a physical deformity or malfunction. Both inpatient and outpatient services are included. To receive full charity care, patients annual family income must be up to and including 200% of the Federal Poverty Level. For partial charity care, patients annual family income must be between 200% and 300% of the Federal Poverty Level may receive assistance based on a sliding scale. In addition to income, hospitals have the option to consider other assets. Also must be denied from Medicaid first depending on income. Patients who get accepted will receive financial aid for a year. **For patients who feel that an application or appeal was wrongfully denied should call the RI Dept of Health info line 222-5960.
