The substance abuse task force identifies and addressed the issue of substance abuse in the city and its mission is to develop, implement, and advocate for effective community-based prevention initiatives.

CCAP’s Social Services Department administers the Low Income Home Energy Assistance Program (LIHEAP) for Cranston, Scituate and Foster with federal funding earmarked for the state of Rhode Island. LIHEAP is designed to help low-income clients meet the ever-increasing cost of home energy. Payments are made directly to vendors who then credit the client’s account for the amount specified. Eligible clients also qualify for a reduced electric rate as well as a discount on the client’s telephone bill. The Good Neighbor Energy Assistance Fund – The Good Neighbor Energy Fund is administered by United Way of Rhode Island. CCAP is proud to serve as partner and can assist residents in Cranston, Foster, and Scituate in need of utilities assistance throughout the winter months. The program generally runs from November through June. The Good Neighbor Energy Fund is available to any Rhode Islander who, because of financial difficulty, needs assistance paying a current energy expense and meets eligibility guidelines.

Services: Houses 29 families and 8 women daily. Shelter stays are limited to 90 days but can be renewed based on progress demonstrated by participants or impending permanent housing. Case managers assist participants with healthcare, employment and establishing permanent housing. Help also available for: mental health issues, addiction, developmental delays in children, parenting and domestic violence. Case managers access services directly through Family Resources Community Action Program or collaborative agreements with other local non profit organizations.

Behavioral Health Link is a comprehensive program to service individuals who are experiencing a behavioral health crisis (mental health and/or substance abuse use) by establishing a community based, 24/7 hotline and triage center. BH has 5 treatment bays and can assist 8-10 individuals at one time. A federally licensed non-profit organization dedicated to serving the Rhode Island community with blood and blood components. The Center has an active tissue typing laboratory which supports bone marrow transplantation and parentage testing. Blackstone Valley Community Health Care offers behavioral health treatment to support the emotional wellbeing of each patient. The Behavioral Health team works closely with primary care providers to screen and assess the social, emotional, and behavioral needs of each patient. Counseling treatment is provided by highly trained Licensed Independent Clinical Social Workers, Licensed Clinical Social Workers, and Licensed Mental Health Counselors. Services include: Individual Therapy, 1:1 support for patients to help address mental health challenges to change or improve quality of life; Group Therapy allows patients to receive support from our behavioral health clinicians and other members of the group, helping them to feel less alone or isolated; Referral Services for those in need of more intensive, wrap-around services than BVCHC can provide, connecting to local community resources; Peer Recovery Coaching, offered by a certified recovery specialist to provide insight into the recovery process and help patients become and stay engaged in the recovery process to reduce the likelihood of relapse; Screening, Brief Intervention, and Referral to Treatment (SBIRT) an evidence-based practice used to identify, reduce, and prevent problematic use, abuse, and dependence on alcohol and illicit drugs.
