OSCIL works together with state and local government and public entities to eliminate architectural, communication, and attitudinal barriers. OSCIL has provided technical assistance to T.F. Greene Airport, area hospitals, Roger Williams Park, the Board of Canvassers, and many other private businesses and organizations to comply with the Americans With Disabilities Act (ADA) and Rhode Island Law 42-87-2. Individuals who experience barriers in the community, i.e. inaccessible restaurants, public events, schools, etc. are encouraged to call OSCIL for information and assistance.
Part of OSCIL’s mission is to bring information to the community to help address barriers to independent living. This includes presentations on:

-Barriers to effective communication
-How Center services can help your independent living goals
-Understanding nursing home transition
-Utilizing telecommunication devices for the Deaf

One of the core functions of the Ocean State Center for Independent Living is assisting people with disabilities to move out of nursing homes and other institutions into the independent living arrangement of their choice, as well as helping to prevent people with disabilities from entering these institutions.
The Ocean State Center for Independent Living (OSCIL), a non-residential, non-profit organization, can help seniors and adults with disabilities who are interested in transitioning from nursing facilities back into the community—either moving back to their own home or apartment or to the home of a relative or friend.
OSCIL’s Community Living Option Program has been assisting persons with disabilities to move from a nursing home setting to a less restrictive environment for many years. OSCIL staff is able to work with each individual to identify their specific needs, help secure appropriate housing, establish community connections and obtain support services—all necessary for a safe and sustainable transition.

Programs Include:
�Housing First�- based on the premise that individuals are more responsive to social services once they are in their own safe and affordable housing. With permanent housing, these individuals can begin to regain the self-confidence and control over their lives that may have been lost with years of homelessness.
�Permanent Supportive Housing�- couples affordable housing with supportive services, such as life skills, case management and counseling to keep homeless families and individuals housed.
�Operation First Step�- Created to replace Welcome Arnold Shelter with a system of smaller, community-based shelters. Operation First Step provides a higher level of case management, support and dignity than most night-to-night shelters.
�Youth R.A.P.�- meets once a week and provides our youth with a variety of educational, social and skill building opportunities. Our goal is to provide youth with personal development, leadership opportunity, job-readiness skills, academic achievement and creative recreational opportunities on and off-site.
�Life Skills�- meets once a week and gathers all the residents from our varied programs together. Led by our qualified staff, residents meet in a group setting and topics discussed include such things as depression, budgeting, time management, parenting, personal care and stress management.
